Luis Esteban Borunda, a former deputy secretary of state in Maryland, has pleaded guilty to several serious charges linked to child sexual abuse. At the age of 67, Borunda’s criminal activities were revealed through a targeted undercover operation that has sent shockwaves through the local community.

On 7 July 2023, Borunda, a resident of Essex, admitted in a federal court to charges which include sexual exploitation of a child, coercion and enticement of a minor, in addition to the distribution and possession of child sexual abuse material (CSAM). His guilty plea was announced by the U.S. Attorney’s Office for Maryland, which has been actively prosecuting cases of child exploitation.
According to the prosecution, Borunda was involved in heinous acts involving a 15-year-old minor, which he recorded. His communications with the victim took place primarily through Snapchat and text messages from July to August 2023, culminating in a face-to-face meeting during a trip to California. During this meeting, he exploited the child, producing explicit footage that would contribute to the charges against him.
Further investigations revealed that Borunda had also engaged in inappropriate communications with a person he believed to be a 13-year-old girl. In reality, this individual was a special agent from the Fort Meade Army Criminal Investigation Office, who had been posing as the minor. In late August, Borunda sent a photo of himself and expressed a desire to meet, demonstrating a clear intent to engage in illicit activities with a minor.
His arrest occurred on 30 August 2023, as he made plans to meet with the supposed underage female for sexual reasons. Authorities also uncovered various digital devices in his possession that contained CSAM, solidifying the serious nature of his offences and leading to the current charges he faces.
Borunda’s background as a former high-ranking official serves as a stark contrast to the nature of his crimes. Having previously served as deputy secretary of state under former Maryland Governor Larry Hogan, his fall from grace has raised concerns regarding the safeguarding of vulnerable populations, particularly children.
He is expected to face a mandatory minimum sentence of 15 years, with a potential maximum of 30 years in federal prison. The severity of the charges reflects the gravity of Borunda’s actions and the broader implications for child safety, particularly in digital spaces where predators often target minors.
This case is part of Project Safe Childhood, a nationwide initiative aimed at preventing child sexual exploitation and abuse. Launched by the Department of Justice in May 2006, the project aims to enhance the federal government’s efforts to protect children online and provide resources for victims and their families.
