A tragic incident unfolded on Sunday, 24 May, in Angeles City, Pampanga, where a nine-storey building still under construction collapsed, leading to the tragic deaths of at least four people. As recovery efforts continue, many are left grappling with the heartbreaking reality of 17 individuals still unaccounted for.

Preliminary reports indicate that the structure was being developed as a condominium-hotel, complete with a rooftop pool that was planned for the tenth floor. The collapse occurred in the early hours of the morning, prompting an extensive emergency response from rescue units across Central Luzon.

In an update released by the Department of the Interior and Local Government (DILG), officials confirmed that rescue teams had managed to locate and recover four bodies from the wreckage, although identifying the deceased has proven challenging. Among those confirmed dead was a 65-year-old Malaysian tourist who was fatally struck by debris while staying at a nearby hotel. The remaining three victims have yet to be publicly identified.
Rescue operations deploying 267 personnel were initially focused on saving those trapped within the precarious rubble. Despite the efforts that successfully rescued 26 people, authorities shifted their focus to recovery efforts on 26 May after declaring that no further signs of life were detected at the site. This decision was communicated by the Philippines’ Bureau of Fire Protection (BFP), which reported ongoing safety assessments of the ruins.
“The Unified Command System has decided to officially transition to retrieval operations as of 7 a.m. today,” the BFP stated in a social media update. “The focus is now on clearing debris to conduct safe and dignified recovery of the deceased.” With the protocols for the Management of the Dead and Missing now implemented, the team aims to approach the ongoing operations with both respect and care for the departed.
Understanding the inherent dangers of the environment, rescuers were working in conditions described as “highly unstable.” The debris consisted of concrete slabs, steel bars, and scattered rubble, which made operations even more perilous.
Amidst the chaos, two of the five individuals who were initially reported as trapped alive communicated successfully with the rescuers prior to the suspension of rescue operations. Maria Leah Sajili, BFP information officer, indicated that the complexity of the situation posed significant challenges that prevented quicker extrication attempts.
Local planning records had suggested the ambitious scale of the yet-to-be-completed condominium-hotel, which underscored the impact of this incident on the community. Authorities confirmed that safety inspections and building regulations would be scrutinised in the wake of this disaster, as the construction ethics remain under question.
As the investigation continues, many family members of those missing are left in limbo, hoping for news amidst the heartache. The tragedy has raised awareness around construction safety standards as the nation comes to terms with this unexpected loss of life.
Support services are now being mobilised in the region to aid those affected by this devastating event, underscoring the community’s resilience as they come together to mourn the losses and support the affected families. As the recovery operations unfold, the focus will remain on honouring the deceased and ensuring a thorough response to the tragedy.
