Hooters, the iconic restaurant chain renowned for its servers in revealing outfits, is embarking on a significant rebranding effort aimed at restoring its original identity as a family-friendly dining destination. CEO Neil Kiefer, who has been involved with the brand since its inception in 1983, expressed his vision to reshape the restaurant into a more welcoming neighbourhood spot for families and singles alike.

In an interview, Kiefer described Hooters as a “beach-themed place centred around the Hooters Girls, good food, and a relaxed atmosphere.” He emphasised that the restaurant should be a comfortable and enjoyable venue for a diverse clientele, including families, couples, and groups of friends.

Kiefer’s tenure with Hooters began when he served as the company’s attorney. He later rose to the position of CEO in 1992. During his leadership, the brand underwent various transformations, particularly after it was sold to private equity firms in 2001. These changes, he noted, led to deviations from the company’s original concept, which had been family-oriented and centred on good food with a beach vibe.

Under the guidance of private equity owners, Kiefer claims that the chain strayed significantly from its core values, which included the over-sexualisation of server uniforms. He acknowledged that many patrons were deterred by the shifts in branding and uniform design. The previous attire, which he described as overly revealing, was never intended to personify the original vision for Hooters.
Kiefer’s resolve to redirect the brand came after the reacquisition of Hooters’ intellectual property, which was made possible following Hooters of America’s Chapter 11 bankruptcy filing in 2025. He stated, “It wasn’t so much a monetary thing. It was more like, wait a minute, we created this brand. We hate to see what they’ve done to it.” With the restoration of around 140 locations, the goal is to re-invent the Hooters experience.
As part of the rebranding strategy, Kiefer highlighted a departure from the previous uniform policy. He pointed out the need to redesign the attire to make it more accommodating for a broader audience while maintaining a playful, beach-themed aesthetic. “There’s nothing wrong with a pair of shorts if fitted properly,” he clarified, but added that “in a dining place, there is something wrong [if] they’re in a thong-type of uniform.”
Notably, the changes are already showing promising results. Kiefer mentioned that locations in Florida and Chicago, which remained under original ownership and adhered to the original brand principles, are experiencing an uptick in sales. He believes that patience is critical in rebuilding customer trust and loyalty, stating, “It takes time to win customers back.”
Hooters has faced its share of legal challenges and financial difficulties over the years, including a lawsuit filed by a group of men in 1997 who claimed discrimination in hiring practices. Moreover, the financial strains during the 2008 recession and the pandemic have further impacted the brand’s stability.
Throughout the rebranding process, Kiefer remains steadfast in his belief that Hooters has always been a family-friendly establishment. He cites numerous families who dine at Hooters locations in Chicago, Tampa Bay, and South Florida. “It’s a tongue-in-cheek type of beach theme restaurant,” he concluded. While acknowledging the double meaning associated with the restaurant’s name, Kiefer expressed his determination to move beyond the excessive sexualisation that has characterised the brand in recent years.
