Authorities in upstate New York have apprehended four individuals connected to the alleged kidnapping of a woman and her two young children. The incident prompted an Amber Alert issued by the Monroe County Sheriff’s Office for Mouna Omar Saleh Ali, aged 54, and her children, aged 7 and 9, who were reportedly abducted from their home in Perinton.

The alert was triggered last Saturday, and by the evening, the family was located unharmed at a residence in Rochester, just a short distance from where they had originally disappeared. The Sheriff’s Office revealed that during their investigation, three men, including Mouna’s adult son, Omar Saleh, aged 30, were arrested. The other two suspects, Gamil S. Ahmed, 31, and Dajour L. Paul, 26, were also taken into custody. A fourth suspect, Amar Abdullah Qasim Saleh, 25, was initially at large but was captured early the following Monday morning.

Reports indicate that the children were allegedly to be taken to Yemen as part of an attempt to evade family members and officials from Child Protective Services, according to allegations put forth by prosecutors and felony complaints. While the adults were purportedly keeping the children safe, the precise details regarding the supposed “safety plan” remain unclear at this point.
The circumstances surrounding the case took a turn during a court session on Monday, where Omar Saleh’s attorney, David Stern, argued that the situation should not be labelled a kidnapping but rather a “rescue.” Stern highlighted that Omar had been trying to locate his younger siblings for a week to ten days after receiving a distressing PlayStation 5 message from the 9-year-old, who urged him to contact the police for assistance.
The attorney further claimed that there are guardianship documents signed by Mouna, which grant Omar the authority to act on behalf of the children in educational and medical matters. This is reportedly due to Mouna’s limited English proficiency. Nonetheless, law enforcement has described the actions of the defendants as a calculated attempt to take the children out of state to avoid scrutiny from authorities.
In the wake of the allegations, Ahmed, Omar, and Paul have each been charged with three counts of second-degree kidnapping. Their legal proceedings began shortly after their arrests, with Omar being placed under home confinement monitored by a GPS tracking device. Ahmed was released without bail but must surrender his passport and comply with GPS monitoring, while Paul is currently held on bail due to concerns he may attempt to flee, pending verification of his passport status.
The three suspects are expected to return to Perinton Town Court on Friday, but it remains uncertain whether they have entered pleas regarding the charges. Amar is also set to face their judicial proceedings as the investigation continues.
