A pool cleaner is pursuing legal action against Ventura County following a severe dog attack that resulted in her sustaining life-altering injuries. Ryleigh Reeana Elia, who was attacked by a dog named Togo while working in Moorpark, California, claims that both the county’s animal services and a local rescue organisation failed to prevent the incident despite knowing the dog’s violent history.

The incident took place on January 13, 2025, while Elia was at a residence to clean a swimming pool. According to court documents obtained by PEOPLE, Elia communicated with the homeowner prior to her arrival to confirm that the dog would be secured. The homeowner assured Elia that Togo was safely indoors, but upon entering the backyard, the dog broke free and launched an unprovoked attack on her.

Elia reported that Togo “violently” bit her on both her arm and leg. She described a terrifying struggle, stating that despite her efforts to flee, the dog pursued her, inflicting additional wounds. In her desperate attempt to escape, she managed to reach her vehicle, where she called for assistance while suffering significant blood loss and intense pain. Elia was subsequently hospitalised for nine days, during which time she received treatment for serious injuries, including deep lacerations exposing her muscle and tendons, as stated in her lawsuit.

Following the attack, Elia was required to undergo multiple surgeries aimed at repairing the damage to her arm, releasing her median nerve, and performing skin grafts. The nature of her injuries has left her “permanently disfigured,” as well as unable to work, significantly impacting her quality of life. In her lawsuit, she claims to have suffered “great physical pain, mental anguish and loss of enjoyment of life,” in addition to facing substantial medical expenses and the loss of her income.

The complaint alleges that the county was aware of Togo’s aggressive behaviour for at least five years prior to the attack. Records indicate that the dog was surrendered to Ventura County Animal Services (VCAS) in October 2020 due to prior incidents of aggression, with previous owners warning of Togo’s violent tendencies. Shelters reportedly documented concerns about Togo’s conduct, including instances of him showing teeth and snarling.

Elia’s lawsuit further alleges that Togo attacked another individual in 2021—a delivery driver—followed by an attack on a 64-year-old victim in 2024. Through her legal filing, she contends that VCAS had a responsibility to protect the public and failed to act appropriately, as required under municipal codes and their established policies.

The case raises critical questions about the responsibilities of animal shelters and rescue organisations in assessing and managing dogs with a known history of aggression. Elia claims that Togo was transferred to All For Love Animal Rescue without any communication regarding prior behavioural issues, which she argues contributed directly to her injuries.
