Authorities in Pennsylvania have apprehended three members of a family on numerous felony charges related to the alleged abuse of two young children. The accused include 31-year-old Ashley Cardona, her mother Lori Cardona, 53, and her brother Michael Cardona, aged 29. Prosecutors have highlighted disturbing allegations of mistreatment that include prolonged confinement and neglect regarding basic medical and dental care.

The situation came to light on March 19, 2024, when medical professionals from WellSpan York Hospital and representatives from York County Children and Youth Services contacted the Newbury Township Police Department with serious concerns about the welfare of the children, a 5-year-old girl and an 8-year-old boy. Following this alert, authorities responded to the hospital to investigate the allegations, which were deemed extremely alarming.

York County District Attorney Tim Barker detailed in a press conference the grave nature of the allegations, which suggested the children had endured considerable abuse and neglect. Concerns were raised not only about their physical health and hygiene but also about their living conditions, which appeared to involve severe restrictions on their freedom. Barker recounted how both children had been allegedly confined inappropriately within the home shared by the Cardona family.

Investigations conducted by the children and youth services revealed repetitive instances where the children were subjected to restraint. Reports indicated that the young girl frequently found herself strapped into an infant car seat for extensive periods, while her brother had allegedly been kept in an improvised caged crib, described as a structure built from stacked cribs that featured ratchet straps, zip ties, and locking mechanisms.
Further analysis disclosed that the children had reportedly remained confined to their home for nearly two years and had not received any regular medical or dental attention since 2019. This shocking revelation prompted a series of welfare visits from authorities to the family residence on Cassel Road in Etters, Pennsylvania.
On March 22, investigators executed a search warrant at the Cardona home, uncovering a crib that matched descriptions provided by the children. The crib had allegedly been modified to resemble a cage, complete with external locking features, measuring approximately 51 inches long, 31 inches wide, and 60 inches tall. Inside, investigators found carpeting glued to plywood, which bore a disturbing odour suggestive of neglect. They also discovered what appeared to be faeces on the crib’s railing.
In conversations with law enforcement, Michael Cardona reportedly confessed to his involvement in constructing the cage-like crib. Authorities also found another crib in Ashley Cardona’s bedroom, which included a playpen that could be zipped open from the outside, further raising concerns about the children’s living conditions.
Following the completion of the initial investigations, the two children were removed from the home and placed into foster care to ensure their safety. Experts have since assessed the situation, with a pediatric associate professor from Penn State Health concluding that the children had suffered from multiple types of neglect and abuse.
As the case progresses through the legal system, prosecutors are pursuing charges against the three family members, which include aggravated assault related to children under the age of 13, endangering the welfare of the children, and false imprisonment.
