Authorities were alerted to a medical emergency at the senior living facility located on Potomac Tennis Lane at approximately 7:34 a.m. on February 14. Upon arrival, first responders found Fuller unresponsive and he was pronounced dead at the scene. In the wake of this grim discovery, the Montgomery County Department of Police swiftly began an investigation into the circumstances surrounding his death.
On February 24, police announced the arrest of 22-year-old Maurquise Emillo James from Baltimore, who has been charged with first-degree murder. James, a caregiver at the facility, was reportedly responsible for administering medication to Fuller and other residents. He had worked at Cogir Potomac for just over four months at the time of the incident.

The police investigation revealed evidence indicating that Fuller suffered a contact gunshot wound to the head. Detectives found no firearm in his apartment, and the Office of the Chief Medical Examiner later classified his death as a homicide. The investigation was further aided by surveillance footage from the facility, which showed a masked individual entering and leaving the building around the time of the shooting.
Authorities discovered that the exterior door used by the suspect had been propped open and the alarm deactivated, raising further questions about security within the facility. Surveillance footage from a prior occasion indicated that James had also been in the stairwell area when a door alarm was similarly disabled.
In a twist of events, James was involved in a separate incident on February 20, when a Maryland State Police trooper conducted a traffic stop on a vehicle linked to him. During the stop, the driver allegedly fired at the trooper, who fortunately was not seriously injured. Evidence collected at that scene included ballistic evidence that investigators believe connects both incidents to the same firearm.
Following the traffic stop, a task force of the Montgomery County Department of Police and U.S. Marshals tracked down James and arrested him in Rockville later that day, after he attempted to flee from officers. Subsequent search warrants executed in Baltimore yielded potential evidence relevant to Fuller’s murder.
A spokesperson for the Cogir Potomac Senior Living facility expressed their sadness over the loss of one of their residents, stating their commitment to cooperate with the ongoing police investigation. They emphasised the priority of safety for both residents and staff, as well as the need to respect the privacy of Fuller’s family during this difficult time.
Robert Fuller Jr. was not only known in his community for his generosity but also had ties to a prominent legal lineage as a descendant of Melvin Fuller, a past Chief Justice of the Supreme Court. He was recognised for his substantial philanthropic contributions, including a notable donation of $1.64 million intended to upgrade an athletic field at a high school in Maine.
Tributes have poured in for Fuller, with Maine Rep. Bill Bridgeo highlighting the significant impact he had on the Augusta community. Fuller, a retired Navy reserves officer and accomplished attorney, was known for his extensive charitable involvement, supporting various local causes, including hospitals and educational institutions. Bridgeo remembered Fuller as “an iconic individual” and remarked on the profound loss felt by those who knew him.
As the case unfolds, the community remains on alert, grappling with the violent circumstances surrounding the death of a man who dedicated his life to helping others. The investigation continues as authorities seek to uncover more details related to the events leading up to this tragic incident.
