Tamera Renee Williams, a 46-year-old phlebotomist from Michigan, has been on the run since 2018 after allegedly killing her boyfriend, David Carter, and dismembering his body. The disturbing incident led to her being placed on the U.S. Marshals 15 Most Wanted Fugitives list in 2023, where she remains one of the FBI’s most wanted individuals.
Williams is accused of fatally shooting her 39-year-old boyfriend, David Carter, in September 2018, before dismembering his body and dumping his remains along I-75 near Hancock, Ohio. Despite a felony arrest warrant issued three months after the crime, charging her with first-degree homicide, disinterring a dead body, and tampering with evidence, Williams has managed to evade authorities.

As of 2025, federal authorities are still actively seeking any information that could lead to Williams’ arrest. A $25,000 reward has been offered for details that could help in apprehending her. U.S. Marshals Director Ronald L. Davis emphasised the importance of bringing Williams to justice, stating that the family of David Carter deserves closure and that Williams’ apprehension is crucial.
Following the crime, Williams reportedly travelled to Brooklyn, New York, raising concerns among Carter’s family members. Expressing his hopes for her capture, Elton Carter, the father of the victim, urged anyone assisting Williams to come forward with information to aid in her arrest.

Williams’ case garnered significant attention, featuring on popular crime shows such as FOX’s “America’s Most Wanted,” Investigation Discovery’s “In Pursuit with John Walsh,” and Netflix’s “Unsolved Mysteries” in 2022. Described as a trained phlebotomist who may be working in a medical facility, Williams has ties to the Order of the Eastern Star, a Freemason organisation. She is noted to be 5-foot-5 with a prominent tattoo of roses on her left shoulder.
Remembered as a compassionate individual, David Carter’s sister, Tasia Carter-Jackson, reflected on his positive traits, highlighting his role as a dedicated father and a diligent worker. She shared fond memories of her brother, portraying him as a kind-hearted and hardworking person.
Authorities urge anyone with information regarding Tamera Renee Williams’ whereabouts to contact the U.S. Marshals’ 24-hour tip line at 1-877-WANTED2 or provide tips through the USMS Tips App. The quest for justice for David Carter continues as law enforcement seeks to locate and apprehend Williams to face the charges against her.
