A Pennsylvania couple has been arrested on accusations of abusing a 5-year-old boy, including allegations of tying him to a chair and forcing him to eat his own feces. Charles Smitley, 29, and Colleen Cassidy, 29, from Monessen, are facing multiple charges related to child abuse, as reported by the Westmoreland County and District Attorney’s Office on Monday, Aug. 4. The young boy, who is said to be Smitley’s son, was found in a distressed state, reportedly “emaciated and covered in bruises.”

The authorities stated that the child was subjected to horrifying conditions, where he claimed to have been made to eat his own feces and endured days without sufficient food. The charges against the couple include endangering the welfare of children, unlawful restraint, and simple assault. It was revealed that a concerned family member, the child’s grandfather and Smitley’s father, became aware of the disturbing situation after observing the boy’s physical appearance and behaviour, prompting a visit to the emergency room for a medical evaluation.

Healthcare workers noted signs of malnourishment and observed bruises on the child’s body, raising further alarms about the extent of the abuse. The hospital staff informed authorities that the injuries, particularly on the boy’s buttocks, suggested prolonged periods of being restricted to a chair. During a forensic interview, the victim disclosed harrowing details of physical punishment, including being struck with a paddle, tied up, and coerced into eating his own waste.
The child also described being deprived of basic necessities, such as blankets and pillows, mentioning instances of being confined to a basement bathroom floor. Another child in the household, Cassidy’s 11-year-old son, supported the victim’s accounts of mistreatment during forensic interviews. The children have since been removed from the residence and are reported to be in stable condition.
Neighbours expressed shock upon learning about the disturbing events, with one resident, Katherine Secleter, expressing a mix of relief that the perpetrators were apprehended, while also highlighting the heartache felt for the children involved in the traumatic situation. Smitley and Cassidy were arrested following the allegations and were subsequently remanded to Westmoreland County Prison due to complications with posting bail. Both individuals are currently detained with bail set at $100,000 for Cassidy and $250,000 for Smitley.
The preliminary hearings for the case have been scheduled for August 22 as investigations continue into the abuse inflicted on the young boy. The City of Monessen Police Department is overseeing the case, striving to ensure justice for the victim and hold the accused accountable for their actions. As the legal proceedings progress, the community awaits further updates on the outcome of this distressing case of child abuse.
The shocking nature of these allegations demonstrates the importance of vigilance and action in protecting vulnerable individuals, especially children, from harm and exploitation within their own homes. The collaborative efforts of concerned family members, healthcare professionals, and law enforcement authorities have shed light on a dark chapter of abuse, underscoring the need for continued awareness and advocacy to safeguard the well-being of all individuals, particularly those most susceptible to mistreatment and neglect within their own households.
