A mother, Phyllis Bailer, was tragically found dead in a ditch on the side of the road in Indiana in the early 1970s, with her young daughter unharmed by her side. After more than 50 years, the police have finally identified the man they believe to be her killer. According to Indiana State Police, forensic genetic genealogy led them to Fred Allen Lienemann, who they claim was responsible for the death of 26-year-old Bailer in 1972.

Bailer had gone missing on July 7, 1972, while travelling with her 3-year-old daughter from Indianapolis to visit her family in Bluffton. However, she never arrived at her mother’s house, sparking a search that led to a tragic discovery. Her car was found abandoned on northbound I-69 in Grant County, and shortly after, her lifeless body was found in a ditch in Allen County, with her daughter unharmed beside her. An autopsy revealed that Bailer had been shot and sexually assaulted.

The killer, Fred Allen Lienemann, who was 25 at the time of Bailer’s death, had his DNA found on her clothing. Lienemann, who was murdered in 1985, was identified through forensic genetic genealogy, a technique that was crucial in solving this cold case. The technology, alongside DNA profiling, played a significant role in providing answers to a case that had remained unsolved for decades.
Indiana State Police highlighted the challenges faced back in 1972 when DNA testing was not available and only became widely utilised in law enforcement in the early 1990s. Despite an initial partial DNA profile being developed from Bailer’s clothes, the case went cold until advancements in DNA testing allowed for a stronger profile to be developed in 2024.
During the investigation, it was discovered that Lienemann had no known connections to Bailer but had a criminal background involving car theft. Being born in the Anderson, Ind., area, Lienemann was not a suspect that would have been immediately identified. His violent end in Detroit in 1985, where he was fatally beaten and set on fire, further complicated the case from a legal standpoint.
The Indiana State Police Cold Case Team and the Allen County Police Department, with the help of forensic genealogy experts, managed to piece together the puzzle that led to the identification of Lienemann as the prime suspect in Bailer’s murder. The breakthrough not only provides closure for Bailer’s family but also sheds light on the power of modern forensic techniques in solving long-standing mysteries.
