Mother Charged After 3 Children Found Living in ‘Biohazard Conditions’ with Feces Coating the Floors and Walls in Fla. Home

A Florida mother, Carla Nishikura, has been arrested and charged with three counts of child neglect following the discovery of appalling living conditions at her home in Palm Coast. The authorities were alerted when a neighbour reported seeing a young child outside the property without proper clothing on 16 July. Local media outlets cited the Flagler County Sheriff’s Office (FCSO) in reporting the situation.

When the deputies arrived at the residence, they encountered Nishikura, who explained that the child, diagnosed with autism and non-verbal, had managed to escape from the house. According to her account, she had been asleep and failed to secure the garage door properly. Local reports indicate that the deputies soon became aware of a foul odour emanating from the interior of the home, which was described as being littered with human waste and other unsanitary materials.

An arrest affidavit revealed that the floors, walls, and even the ceiling of the kitchen and living room were smeared with human faeces, while other parts of the house contained urine and broken eggs. Additionally, exposed electrical wiring in the property posed a serious hazard to the young residents. Photographs from the scene suggest that the living conditions were severely compromised and hazardous.

Upon further investigation, authorities noted that three children appeared to reside in the home. It was reported that the child who had been found outside was not appropriately dressed and had been barefoot. Conditions had deteriorated to the extent that the children were reportedly sleeping on a couch due to the state of the bedrooms.

A case worker from the Department of Children and Families had recently visited the home and described the situation as “deplorable.” On the day before Nishikura’s arrest, it was reported that a cleaning service had been enlisted to address the squalor, but they declined to proceed because of the hazardous conditions.

The affidavit recounted a striking statement from one of the children, who warned that entering a specific bedroom was dangerous due to the presence of biohazardous materials. The child disclosed that the faeces had been accumulating in that room for a month and had hardened to a disturbing degree.

In interviews with law enforcement, Nishikura admitted to being aware of the dire state of her home. However, she claimed that she was overwhelmed and unable to manage the situation effectively.

Nishikura, 41, was booked into the Flagler County Jail on the same day as her arrest. Court records indicate that she faces three felony counts of child neglect without severe bodily harm, with bail set at £2,500 for each charge.

The allegations against Nishikura have raised significant concerns regarding the safety and wellbeing of the children involved. Local authorities continue to investigate the matter and have not yet released any further statements regarding potential actions to safeguard the children’s welfare.
