In a landmark ruling, Julie DeVuono, a former pediatric nurse from Amityville, New York, has been hit with a staggering civil penalty of $544,000 (£450,000) for her involvement in a fraudulent COVID vaccination documentation scheme. This penalty, imposed by the New York State Department of Health, marks the highest civil fine ever recorded in the agency’s 125-year history.

The Department of Health’s investigation revealed that DeVuono, 53, had allegedly created and sold false vaccination records for 162 children. These records included not just COVID-19 vaccinations, but also documentation for other routine childhood immunisations, such as those against chickenpox, diphtheria, tetanus, hepatitis B, and polio.

Dr. James McDonald, New York State’s Health Commissioner, expressed his outrage over the fraudulent activity, stating that vaccines are crucial in protecting against serious diseases. He emphasised the Department’s zero-tolerance stance towards any actions that jeopardise public health, asserting that investigations will continue to hold individuals accountable for undermining the health system.
According to the report, the fraudulent activities took place between June 15, 2021, and January 27, 2022. Families of the affected children were notified, requiring them to verify their children’s immunisation status before allowing them to return to school. Additionally, the health care provider associated with the false records was not permitted to be listed as DeVuono.
Furthermore, DeVuono’s fraudulent practices were not limited to vaccine records. She also reportedly issued opioid prescriptions to individuals who were not her patients, amplifying the seriousness of her misconduct. Prosecutors alleged that DeVuono used the proceeds from her fraudulent activities to cover personal expenses, including the mortgage for her home.
In September 2023, DeVuono pleaded guilty to multiple charges, including money laundering, forgery, and offering a false instrument for filing. Following her conviction, she was sentenced to five years of probation and was stripped of her nursing licence. In addition to the hefty civil fine, she was ordered to forfeit an estimated $1.2 million (£1 million) garnered from her illicit scheme.
The scope of her fraudulent activities extended beyond Long Island, affecting areas as far as New York City and the Capital District. The Department of Health’s Bureau of Investigations meticulously uncovered the extent of DeVuono’s actions, confirming that she charged patients between $220 and $350 for the issuance of a false COVID-19 vaccination record card, which she then entered into the New York State Immunisation Information System (NYSIIS).
The case has not only raised alarms regarding public health safety but has also shed light on the vulnerabilities within the vaccination reporting systems. As per the Suffolk County District Attorney’s Office, the illicit activities conducted by DeVuono put countless lives at risk, further underlining the importance of maintaining rigorously accurate medical documentation.
In their ongoing commitment to uphold public trust in health systems, officials reiterated that such unethical acts will not go unpunished. The repercussions of DeVuono’s actions echo the necessity of strict oversight and transparency in healthcare practices.
As this significant case unfolds, it serves as a potent reminder of the critical role that healthcare professionals play in safeguarding public health. DeVuono’s fraudulent actions have led to wide-reaching consequences, impacting families and communities, while also prompting broader discussions about the integrity of health systems at large.
While attempts to reach DeVuono’s legal representatives for comment were unsuccessful, the New York State Department of Health has reiterated its determination to clamp down on any future infractions that might undermine community health and safety. The American public is now left to ponder the trust they place in their healthcare systems and the measures that need to be implemented to prevent such egregious violations in the future.
