Kinney, a resident of Ashland, Kentucky, was reportedly last seen at the lake during an outing. According to reports, 23-year-old Cameron Conley, who was operating the boat Kinney was on, contacted marina personnel to express his concern for her wellbeing when she went missing. In Kentucky, the legal limit for operating a watercraft is set at 0.08%. As a result, Conley was arrested and charged with boating under the influence before being taken to Carter County Detention Centre.
