A distressing situation has emerged in Baltimore County, Maryland, as a local mother has voiced her concern over a man reportedly harassing her children in a culvert near their home. Unique Wiggins, the mother in question, has spoken out after her children described their alarming encounters with the individual, whom they referred to as “the man in the sewer.”

Wiggins recounted the moment her 21-year-old daughter contacted her in a state of panic. “It was a Friday, and my daughter called, saying, ‘Mom, I’m scared. The man told me I can’t walk right here and to just dip,’” she shared. Initially sceptical, Wiggins decided to investigate further after her children continued to express their unease regarding the man they had seen.
Upon visiting the area herself, Wiggins confronted the individual, advising him to leave her children alone. Though the situation was troubling, she did not advocate for harsh punishment, stating, “I’m not saying this gentleman should necessarily go to jail, but he should not be able to be down there.” Her comments reflect the complex dynamics often faced when dealing with issues of public safety and homelessness.
In light of these events, the Baltimore County Police Department issued a statement regarding the situation. A spokesperson confirmed that the suspect, whose identity has yet to be revealed, had previously been arrested on a trespassing charge in July and had been released on his recognizance. The police reported that they had taken additional preventive measures, including serving a peace order against the man. This order, unrelated to his previous arrest, was issued on 22 October, with a court hearing scheduled for 26 October.
Despite the concerns raised, a county representative emphasised the importance of accountability while also expressing compassion. “Every person deserves to be safe and treated with dignity, including people experiencing homelessness and behavioural health challenges,” the representative stated. This sentiment highlights the ongoing struggle to balance community safety with understanding and support for vulnerable populations.
Authorities have also taken practical steps to ensure the safety of local residents. The police confirmed that a no-trespassing sign has been erected in the area where the man has been seen. Additionally, Baltimore County is coordinating efforts with various organisations to continue supporting those in need while ensuring the safety of the community.
Wiggins’s ordeal has underscored the importance of addressing public safety concerns while also recognising the complexities that come with situations involving individuals experiencing homelessness or mental health issues. The county’s approach seeks to tackle these challenges head-on with a commitment to public safety and welfare.
As this case unfolds, the community remains on alert, and parents are encouraged to remain vigilant in ensuring the safety of their children. The police are continuing their work to produce a safe environment for residents, while also navigating the sensitive nature of the situation at hand.
