A U.S. Border Patrol agent has pleaded guilty to heinous acts of exploiting vulnerable migrant women during their entry into the country. Shane Millan, 53, confessed to forcing several women to expose their breasts while processing their paperwork in 2023. The U.S. Attorney’s Office in the Northern District of New York made a statement last week confirming Millan’s guilty plea to two counts of deprivation of rights under color of law. Millan was stationed in Wellesley Island, located in northern New York State, at the time of the crime. Assigned to remotely process immigrants entering the U.S. through the southern border, Millan wielded his authority in a disgraceful and dehumanising manner. In August 2023, during a virtual meeting with a migrant woman identified as P.L.R, Millan falsely claimed her paperwork indicated she had a chest tattoo. When the woman denied having a tattoo, Millan callously ordered her to expose her breasts. The woman, with her 1-year-old daughter beside her, complied with his abhorrent demand, lifting her shirt and bra to reveal her bare chest.
In another appalling incident around late August 2023, Millan ordered a different woman, identified as A.P.G., to expose her breasts during a virtual processing session. Despite A.P.G. already showing him her collarbone tattoo, Millan insisted she lift her shirt and bra. With her husband and child asked to leave the room, A.P.G. felt compelled to comply with his coercive orders, further perpetuating the violation of her dignity. This disturbing pattern of behaviour highlights the blatant abuse of power and disregard for basic human rights demonstrated by Millan.
The plea agreement revealed that Millan’s misconduct extended beyond these two incidents, with several women subjected to similar degrading treatment. Furthermore, he even sought Spanish translations to instruct women to expose their breasts, showcasing a premeditated and systematic abuse of authority. Such reprehensible actions not only violated the standard operating procedures of U.S. Customs and Border Protection but also constituted a gross violation of the women’s rights and dignity.
Millan’s sentencing is scheduled for July 5, where he faces imprisonment of up to two years and a fine of up to $200,000, as stated by the U.S. Attorney’s Office.
