Former President Joe Biden and Dr. Jill Biden have opened their hearts and home to two new rescue puppies, named Boo and Scout, after adopting them from a shelter in Tennessee. The decision comes after a careful selection process orchestrated by Humane Animal Partners (HAP), a Delaware-based animal welfare organisation. HAP’s efforts ensured that the puppies were well-suited for the Biden family’s environment, which includes their existing cat, Willow.

The adoption story began when HAP learned from a supporter that the Bidens were interested in bringing home two young Labrador retrievers. Following this lead, HAP’s transport team identified a litter of lab mix puppies at the Rescue Dog and End of Life Sanctuary in Tennessee. This group included 15 dogs at risk of euthanasia, prompting HAP, in collaboration with the BISSELL Pet Foundation, to relocate them to Delaware where they would have a better chance of finding forever homes.
Among the litter, two puppies were deemed particularly suitable for the Bidens. Patrick Carroll, CEO of HAP, expressed the organisation’s commitment to matching pets with the right families. “As with every adoption at Humane Animal Partners, proper matchmaking is one of our top priorities,” he explained. “These puppies were not selected by chance; our team believed they would seamlessly integrate into the Biden household.”
Once relocated to Delaware, the puppies, initially named Linda and Rocky, were placed in a foster home. This opportunity allowed them to develop crucial socialisation skills while the Bidens became acquainted with them through a specially arranged meet-and-greet. With the assistance of a dog trainer and consultation with a veterinarian, the Bidens decided to welcome Boo and Scout into their home on a trial basis, ensuring that their integration would be harmonious for all family members.
Following a successful trial period, Boo and Scout officially became part of the Biden family. Michelle Iorri, HAP’s dog foster and transport manager, expressed pride in the role that HAP played in facilitating the adoption. “Boo and Scout’s story is a perfect example of what’s possible when lifesaving transport and thoughtful placement come together,” she remarked.
This new chapter for the Bidens’ household comes several years after the relocation of their previous German Shepherds, Champ and Major. After a notable behaviour issue led to a biting incident involving Major in 2021, the two dogs were moved from the White House to Delaware. Champ, who had been a beloved family member, passed away in June 2021, while Major was rehomed later that year.
In December 2021, the Bidens welcomed another German Shepherd named Commander to the White House. However, Commander faced his own challenges and was removed in October 2023 following further biting incidents. This tumultuous history has made the Bidens especially keen on ensuring their new puppies are a perfect match.
Boo and Scout’s adoption reflects the Biden family’s ongoing commitment to animal welfare, especially in light of their previous experiences with dogs. Their embrace of rescue animals reinforces a message of compassion and responsibility toward all living beings.
As the puppies settle into their new home, they are expected to bring joy and companionship to the Biden household. With their playful energy and loving demeanor, Boo and Scout have already started to make an impact in their new environment, providing a sense of warmth and happiness as the family navigates its latest chapter.
