A Jacksonville woman and her family are recovering after a dramatic incident in which the ceiling of their apartment collapsed while they were asleep. Jessica Dozier reported to local news station WJXT that debris rained down on her, her sister, and her daughter, leaving them with injuries.

Dozier explained that she had contacted the management of Calloway Cove Apartments approximately 12 hours before the incident to report concerns about her ceiling. She noticed signs of water damage, including brown discolouration on the ceiling and wet spots on the floor. Despite her proactive attempts to alert management, the ceiling collapsed in the early hours of the morning, resulting in a chaotic and frightening experience for the family.
“I had the sheetrock on me,” Dozier recalled, describing the scene when she awoke to a torrent of debris. She added that the material was uncomfortable and itching her skin. Footage from her apartment displayed a large hole in the ceiling and debris scattered across the floor, prompting concerns about the apartment’s safety.
District Councilwoman Ju’Coby Pittman visited the site shortly after and expressed her concern about the incident, labelling it as more than just a maintenance issue but rather a significant health and safety hazard for residents. The councilwoman’s involvement highlights the seriousness of the incident and the potential risks faced by those living in the building.
In a statement released to PEOPLE, the property management company responded to Dozier’s claims by stating they were aware of the incident. They insisted that their records did not show any prior complaints regarding the ceiling or any leaks in the unit. They also affirmed that they conducted inspections in April, which had not identified any issues. However, they acknowledged the incident and confirmed that repairs were already underway.
According to the management company, “The resident has previously submitted service requests for unrelated matters in June, July, and August, each of which was addressed in a timely manner.” Their assertion indicates that they were attentive to other concerns raised by Dozier but were unaware of the critical problems regarding the ceiling.
The company also mentioned that they would evaluate any recent work conducted by vendors that could relate to the unfortunate incident. Their statement emphasised the priority they place on the safety and well-being of their residents, indicating they take such incidents seriously.
Calloway Cove Apartments, also known as Washington Heights in the past, has a troubled history that includes a significant fire in July 2019, which resulted in injuries to seven people. Local reports bring attention to previous inspections by the U.S. Department of Housing and Urban Development (HUD), which identified various health and safety deficiencies, including issues with inoperable smoke detectors.
Despite these past challenges, the management company stated that a more recent HUD inspection earlier this year “resulted in a favourable outcome.” However, the prior history raises questions about the effectiveness of safety measures and management protocols within the complex.
As Dozier and her family focus on recovery, the incident serves as a reminder of the importance of active communication between tenants and property management, especially concerning potential safety hazards. This collapse has opened discussions surrounding tenant safety, emergency preparedness, and the responsibilities of landlords to maintain habitability standards in their properties.
Residents of Calloway Cove and the wider Jacksonville community are now left grappling with concerns over safety and accountability within their living environments as they await further updates and assurances from the management concerning the ongoing repairs and evaluations.
