Parents Face Child Endangerment Charges After Their Kids Are Found Living in ‘Deplorable’ Home with Dead Animals

A couple from Philadelphia has been charged with multiple counts related to the endangerment of their two young children, following a disturbing discovery made by authorities. On July 7, 2023, during a law enforcement operation connected to an unrelated matter, officials uncovered a home on the 7100 block of Whittaker Avenue where conditions were described as “deplorable.”

Law enforcement, including the FBI, executed a court-authorised search warrant at the residence at approximately 11 a.m. Upon entering the home, police found two children—a baby aged eight months and a five-year-old—living in an environment marked by unsanitary conditions. The authorities reported the presence of significant filth, including piles of refuse, along with several dead animals scattered throughout the premises.

The two children were promptly taken to a nearby hospital for evaluation to ensure their well-being. The parents of the children, identified as Thomas Bach, 43, and Megan Bach, 44, were arrested at the scene. Megan was present when police arrived, while Thomas later appeared at the property during the operation.

Both individuals face serious charges, including two counts of endangering the welfare of a child, alongside charges of recklessly endangering another person, criminal conspiracy, possession of an instrument of crime, and possession of an offensive weapon. Beyond the child endangerment charges, the case also involved animal welfare violations. The Pennsylvania SPCA (Society for the Prevention of Cruelty to Animals) reported that law enforcement officers discovered an alarming number of neglected animals within the home. According to the Pennsylvania SPCA’s Animal Law Enforcement Team, the conditions inside the residence included an overwhelming accumulation of personal belongings alongside litter, urine, and empty food packaging. It was stressed that many cats were found wandering throughout the property, contributing to the chaotic state of the environment.

The SPCA, assisted by ACCT Philly, actively worked for several hours to safely rescue the animals, which were transported to the SPCA’s facility for examination and medical care. The organisation noted that due to the extent of neglect, some cats were still unaccounted for on the property and that traps were being deployed to capture them humanely.

Thomas and Megan Bach remain in custody as they await preliminary hearings on the charges against them. This case continues to be the subject of active investigation by the Philadelphia Police Department, who are gathering further evidence and information regarding the circumstances.
