German Shepherd Found Tied to Concrete Block After Becoming ‘Frightened’ In Storm Reunited with Family

A German Shepherd, recently discovered tethered to a concrete block in Woodburn, Oregon, has since been reunited with its owner following a prompt response from local police. The incident took place on the morning of Wednesday, May 13, when officers were alerted to the dog’s distress by a concerned resident.

Upon their arrival, the Woodburn Police Department found the animal in a precarious situation, effectively trapped between a vehicle and the sidewalk. The officers acted quickly to free the dog, providing it with food and water before taking it to the Marion County Animal Shelter. The community played a role in the rescue, as a neighbour named Michael Bartone helped care for the dog prior to the police’s arrival. He described the scene, expressing his concern for the dog, stating, “Not a safe situation for a dog, and it was stuck…I wanted to make sure it was safe.”

Following the initial call, the police issued a request for information regarding the dog’s ownership. Just days later, on May 18, they provided an update, clarifying the circumstances surrounding the dog’s predicament. They revealed that the animal had bolted during a storm, causing it to become entangled while remaining tethered.

After thorough evaluations, the officers confirmed that the dog had been receiving proper food, water, and overall care. However, the situation led to the dog’s owner being cited for unlawful tethering. Under Oregon law, regulations prescribe how long a dog can be tethered within a 24-hour timeframe, allowing a maximum of 10 hours or 15 hours if tethered to a running line or pulley, with specific exceptions.

These laws are designed to ensure the welfare of pets, recognising that prolonged tethering can lead to distress and unsafe conditions, as evidenced by this incident. In taking action, the Woodburn police aim not only to protect animals but also to educate pet owners about responsible ownership.
