A young man from the Bronx has reported a troubling encounter with Immigration and Customs Enforcement (ICE) agents during which he was mistakenly detained and injured. Jeury Concepcion, who was just 19 years old at the time of the incident on 6 May, described how he was confronted by agents while walking in his neighbourhood. He claims the agents approached him with their weapons drawn and forcefully took him to the ground, leaving him with a head wound that required stitches.


In an interview, Concepcion recounted the traumatic experience, stating, “They didn’t identify themselves as ICE. They just grabbed me and threw me on the floor and started hurting me.” Various videos capturing the incident appear to corroborate his claims, showing agents tackling Concepcion to the ground before placing handcuffs on him. Additional footage, shared on social media, shows him being escorted into a vehicle while visibly bleeding from his head.
According to Concepcion, the situation escalated when he was questioned inside the ICE vehicle. Upon asking him for his identification, the agents realised they had made an error in detaining him. “He told me he’s sorry, that he was confusing me with somebody else and that it would never happen again,” Concepcion recounted. Following this admission, he was released at an unfamiliar park, leaving him disoriented.
Concepcion’s grandmother, Ivelisse Garcia Santana, expressed her concerns during an interview, stating that her grandson had never faced such a frightening experience in his life. She noted that following the incident, she took him to the hospital, where he received several stitches to treat his injuries.
In the wake of this incident, New York Representative Ritchie Torres has called for a federal investigation. In a letter addressed to the appropriate authorities, he outlined the need for a thorough examination of the events that led to Concepcion’s detainment, alongside another separate case involving ICE agents. “I urge you to open an investigation into two deeply chilling videos demonstrating grotesque actions taken by ICE agents in the Norwood section of the Bronx,” he wrote.
Rep. Torres’s letter highlighted multiple troubling aspects of the encounters depicted in the videos, noting that one clip shows Concepcion and his friends being pursued by agents while they were innocently heading to a local barbershop. He described how an ICE agent aggressively aimed his weapon at the group, escalating what should have been a routine day.
Following the release of the videos and public outcry, Torres noted that Concepcion sustained visible injuries, including scratches and a significant gash on the right side of his head. In a local news interview, he was seen needing medical treatment to close the wound, which underscored the seriousness of the mistreatment.
In response to growing concerns over the incident, a spokesperson for the Department of Homeland Security (DHS) defended ICE practices, asserting that mistakes in the arrest of U.S. citizens are not commonplace. The spokesperson emphasised that ICE operations are conducted with a targeted approach and that individuals are assessed through a series of questions to ascertain their status.
The department stated that, during the operation on 6 May, ICE agents encountered someone who matched a physical description of a wanted target. They claimed that Concepcion became combative and refused to identify himself when approached, prompting the agents to temporarily detain him for safety reasons until they could complete their questioning. The spokesperson insisted that Concepcion was ultimately released without being arrested.
