A man confined to a wheelchair fell into the water at a marina in Florida after a boat ramp collapsed beneath him. The incident took place on March 8, at the Marina Cay Marina in Stuart, located on the east coast of the state. The man, believed to be in his thirties and unable to move his legs or arms, was in the process of being assisted onto a boat by his father when the ramp gave way.

Witnesses to the incident quickly came to aid the stricken man, ensuring that his face remained above water as he was submerged in his wheelchair. The support from onlookers proved crucial while emergency services were dispatched to the scene. The Martin County Sheriff’s Office reported that two bystanders rushed forward to keep the victim’s head above the surface as he began to slip from his chair.

Deputy Mark Appler of the MCFR Maritime Response Team was one of the initial responders. Recalling the moment, he expressed feelings of shock and urgency as the gravity of the situation became clear. “We need to act,” he remembered realising. Appler and his team initially intended to use a rope to pull both the man and his wheelchair out of the water but quickly realised that this approach could pose additional risks.
The wheelchair was equipped with a harness that, while intended to secure the man, became a potential hazard, as it began to constrict his movement. Deputy Appler stated, “The top harness that he had was still holding him in and kind of started to choke him a little bit, so we lowered him back to the water level to reassess our next approach.” This careful consideration highlighted the complexity of the situation as they sought to ensure the man’s safety.
As the professionals assessed the situation, Deputy Sam Oliver arrived and made the split-second decision to jump into the water. Understanding that the man could not convey his feelings verbally, Oliver recognised that time was of the essence. “With him not being able to speak to us, to articulate how he was feeling, we knew urgency was the best route there,” he explained.
Following a collaborative discussion, the deputies, alongside other agencies present, concluded that the safest approach would involve disconnecting the man from the wheelchair and swimming him to safety. Equipped with a life vest, Deputy Oliver and his colleagues worked together to execute this plan, ensuring that the man was securely brought to shore.
Fortunately, the victim sustained only minor injuries during the distressing incident, owing largely to the swift and coordinated response from both bystanders and first responders. The quick actions of those present undoubtedly made a significant difference in the outcome of this emergency situation.
In an interview after the event, Deputy Appler emphasised the importance of preparedness in unexpected circumstances. “Always be prepared because you never know what’s going to happen,” he advised, highlighting the need for vigilance and readiness in unpredictable situations.
