A New York couple was apprehended in Miami under suspicion of engaging in drug activity inside a car where a 2-year-old boy was present. Phillip Fraisar, 36, and Kasey Renee Buckmann, 27, were taken into custody on Sunday, Aug. 31, as outlined in court documents obtained by PEOPLE. The duo faced charges of child abuse (no harm), with Buckmann additionally charged with marijuana possession, and Fraisar charged with being a felon in possession of a firearm. Using an eyewitness account, Local 10 News reported that around 9:20 p.m., a passerby allegedly spotted the couple smoking marijuana and consuming tequila in a stationary car, with Fraisar’s young child situated in the back seat. Despite Fraisar leaving the scene before authorities arrived, Buckmann and the toddler remained inside the vehicle.

Upon investigation by law enforcement, it was revealed that marijuana smoke had pervaded the car, a practice commonly referred to as ‘hot-boxing’, according to the Miami Police Department. When Fraisar returned to the scene, officers purportedly seized a handgun from the glove compartment and a substantial quantity of marijuana from under the driver’s seat. The incident transpired outside the Clevelander Hotel in Miami. Court records highlighted that Fraisar was detained on a $1,000 bond but has since been released.
