In a troubling case from California, a couple has been charged with child abuse, allegedly involving a significant number of surrogate-born children residing in their Arcadia home. Guojun Xuan, aged 66, and Silvia Zhang, aged 39, are said to have mistreated at least 14 children, the youngest being merely two months old. Los Angeles County District Attorney Nathan Hochman has characterised their residence as a “house of horrors.”

The allegations against Xuan and Zhang emerged more than a year after their initial arrest in July 2025, following a horrifying incident where a two-month-old boy required hospitalisation due to a traumatic head injury. A subsequent investigation revealed that the couple were responsible for 15 other children aged between two months and 13 years old. At the time, six nannies were reportedly employed to oversee the care of the children.

During a press conference on 6 October, Hochman detailed various aspects of the couple’s living conditions. The home had been equipped with over 30 cameras designed to monitor both the children and the nannies, indicating a surveillance-focused environment. Some of the rooms were designated as “learning centres,” where children would supposedly engage in educational activities for extended periods. However, the dark reality of their experience contradicted this narrative. One particular room, devoid of cameras, often echoed with the sounds of children screaming, fuelling suspicions of abuse.
Amidst these troubling circumstances, the couple employed numerous nannies to assist in child-rearing. In one reported incident, a nanny allegedly used a shoe to strike a child while Xuan and Zhang watched, apparently amused by the ordeal. Disturbingly, Hochman accused Xuan of physically abusing a child by lifting them with one arm while delivering strikes to their head and body. The emotional and physical toll on the children was grave, with allegations of a daily routine filled with beatings and harsh punishment.
Chunmei Li, a 58-year-old nanny implicated in the case, has also been charged with child abuse, but remains at large. Authorities have since placed a hefty reward of £105,000 for information leading to her arrest. Prosecutors believe that Li played a substantial role in the abuse, including violently attacking a two-month-old child, following which the infant was not taken to receive medical attention until two days later.
Further compounding the severity of the situation, the couple reportedly ran a surrogacy business, leading to a wider investigation. According to court documents, the couple misrepresented themselves to potential surrogates, claiming that Zhang was a single parent grappling with fertility issues. This deceit has raised numerous questions regarding their motivations and ethics within the surrogacy industry.
Xuan and Zhang are expected to face arraignment soon, and there is uncertainty surrounding their pleas at this juncture. Prosecutors are advocating for bail to be set at an astonishing £100 million each. If found guilty, Xuan could face a maximum sentence of 17 years in prison, while Zhang could be sentenced to up to 12 years behind bars. Li could also face a substantial prison term if she is apprehended and convicted.
Notably, Xuan’s defence attorney, Mitchell Krems, has publicly asserted his client’s innocence, placing the blame squarely on the shoulder of the missing nanny. Krems claims that the charges against his client are part of a systemic targeting due to their large family dynamics.
As scrutiny looms over the couple and their alleged practices, the welfare of the children involved remains the paramount concern. The events that unfolded within that Arcadia mansion have not only shocked the local community but have also sparked a wider dialogue on the treatment of surrogate children and the ethical responsibilities of those who care for them. The developing case will undoubtedly continue to capture attention as more details emerge in what has been described as an absolute violation of a child’s rights and innocence.
