A man has been charged with three counts of second-degree murder following a tragic incident arising from a dispute over a parking fee at a Minnesota apartment complex. Tsegaab Binessu, aged 30, is accused of shooting three employees in an act that has shocked the local community and raised questions about the escalating nature of conflict over minor financial issues.
