A recent incident at the Carolina Beach Boardwalk Amusement Park in North Carolina has led to injuries for a guest when their lap restraint became loose during a ride. This event has prompted an investigation by the North Carolina Department of Labor (NCDOL), which uncovered a serious violation resulting in a substantial fine for the ride’s operator.
On June 22, the NCDOL issued a fine of $37,500 to Harlan Blast/Hildebrand Amusement, the company responsible for operating the attractions at the park. The issue arose during a ride on the Kamikaze, also known as the “Surf’s Up,” when an unidentified guest reportedly experienced a malfunction with their lap restraint. The guest suffered injuries and subsequently sought medical attention.
Following the incident, an investigation was launched, which revealed that operator error was likely the main factor behind the safety issue. A thorough inspection of the ride found no mechanical defects; however, video footage showed that the ride attendant failed to adequately verify all safety restraints before starting the ride.
As a consequence of these findings, the NCDOL imposed a $25,000 penalty for operating an unsafe device, alongside an additional $12,500 fine for running the ride without the necessary approval from the commissioner after the incident occurred. The investigation further highlighted that the amusement park failed to report the incident in accordance with legal requirements, with the NCDOL first being informed by the Carolina Beach Police Department on June 10, 2026.
Luke Farley, the state labor commissioner, stated that patrons in North Carolina should have the expectation of safe enjoyment when using amusement rides. He emphasised the department’s dedication to ensuring that operators adhere to mandated safety protocols to safeguard the public.
In response to the situation, the Carolina Beach Boardwalk Amusement Park has deferred to Harlan Blast/Hildebrand Amusements regarding comments on the incident. As of now, the amusement company has not provided an immediate response.
