Parents Allegedly Subjected 6 Children, Ages 1 to 15, to Extreme Abuse, Including Keeping One in a Dog Kennel

In a disturbing case from North Carolina, two parents are facing serious charges following allegations of extreme abuse against their six children, aged between one and fifteen. Lacy Douglas Hocutt Jr., 34, and Rachelleigh Marie Galasso, 33, were apprehended on April 1 after a series of ethical breaches were reported, including accusations that one child was confined to a dog kennel.

The Wake County Sheriff’s Office (WCSO) announced the arrests in a press release, stating that the investigation was initiated following a report of sexual abuse, child abuse, and neglect made on February 20. The children were removed from the family home just days later due to various health issues and troubling developmental delays, with reports suggesting they had not received proper education and could not read or write.

According to court documents reviewed by local media, the alleged crimes have been described by prosecutors as among the worst they have encountered. One harrowing detail revealed that the couple allegedly kept their 13-year-old child in a dog kennel. During a court appearance, a Wake County assistant district attorney noted that the child’s mental state had been severely impacted, quoting that he now repetitively whispers, “You’re never getting out,” which is presumed to mimic threats he endured while confined.

Furthermore, court records indicated that the 13-year-old is deemed dangerously underweight, with health conditions that could potentially be life-threatening. Another daughter has scoliosis that has gone untreated, raising significant concerns about her long-term health. Other children have also suffered dental issues that have made it painful for them to eat, possibly necessitating the removal of multiple teeth.

The conditions in which the children lived were shockingly poor. When investigators first arrived at the Hocutt-Galasso residence, the environment was described as excessively filthy, requiring those entering it to don protective gear. The specifics of their living conditions were deeply troubling, signalling a neglect that transcended basic care.

Both Hocutt and Galasso have been charged with numerous felonies, including charges that could lead to lengthy prison sentences for each. Court records show that Hocutt faces three counts of statutory rape involving a child under the age of 15, alongside six additional counts related to statutory rape perpetrated by an adult. Galasso is charged with two counts of negligent child abuse tied to serious physical injury and two additional counts for serious bodily injury.

Due to the sensitive nature of the allegations, the WCSO has refrained from providing further details. Both parents are currently being held without bond as the case develops.
