A cease and desist order has been issued by Universal Destination & Experiences in response to unauthorised drone activity over its construction site in Bedford, England. The site, measuring 662 acres, is being developed into a new theme park, the company’s first in the UK, and officials are keen to ensure the safety and welfare of workers involved in the project.

The notice, which was disseminated both online and across the construction area, outlines the expectations for drone operators. It requests that individuals refrain from flying drones over the site, refrain from sharing footage, and remove any content already posted that includes the construction area. Universal stated, “We appreciate the tremendous excitement for our project. However, as our site activity and preparation works increase, we have an important responsibility to consider and protect the safety and welfare of those working on-site.”
In light of the notice, drone enthusiasts in the area are contemplating how best to comply with the guidelines. A local drone operator, who wishes to remain anonymous but operates a social media account called Project Universal, expressed his views on the regulations. He noted that airspace in the UK is primarily regulated by the Civil Aviation Authority (CAA), and as such, the company’s influence over airspace management is limited. “In the U.K., the CAA controls the skies. They determine where you can and can’t fly,” he remarked, suggesting that theme parks are not typically restricted areas.
According to the CAA’s Drone and Model Aircraft Code, small unmanned aircraft can be operated in residential, recreational, commercial, and industrial zones, with theme parks specifically mentioned among permissible recreational areas. Furthermore, the construction site in question falls outside the parameters of the country’s Flight Restriction Zones, as indicated by the BBC.
Andy, the operator behind Project Universal, started his drone work years ago, driven by a desire to document the progress of the substantial project that began buzzing with activity in the community. He noted that while his following appreciates the updates, he does not perceive the cease and desist notice as targeted at him specifically. “I follow the letter of the law,” he stated, while acknowledging that there are many others like him capturing images of the site, some of whom may not be adhering to the established regulations.
In response to the notice, Andy has chosen to modify his behaviour. He pledged to avoid filming identifiable individuals and to restrict his drone activity to outside of construction hours. “I don’t want to get their backs up, I don’t want to become a nuisance and a pest. I want to do this respectfully and responsibly,” he stated.
As for the anticipated opening of the theme park in 2031, Andy expressed a nonchalant attitude about potentially missing the debut. “If I got banned, I wouldn’t lose any sleep,” he said, quipping about his dislike for long queues at theme parks.
Universal’s project, which was first announced in April 2025, follows the company’s acquisition of land in Bedford in December 2023. There are already established Universal parks located in Florida, California, Japan, China, and Singapore, and the UK development aims to add to this global presence. Plans for the new park include multiple themed lands, innovative attractions, and an extensive entertainment complex featuring a 500-room hotel.
Although specific themes and franchises for the new park have yet to be confirmed, it has been reported that guests can look forward to attractions inspired by classics such as Paddington Bear, James Bond, and J.R.R. Tolkien’s Lord of the Rings. Interestingly, the BBC has noted that Harry Potter-themed experiences are not anticipated to be featured, given that the official Harry Potter studio tour resides just 30 miles away in Leeds.
