Universal Orlando Resort has been fined nearly $12,000 following a traumatic incident that left one of its employees with significant injuries sustained while working on a ride at the new Epic Universe theme park. The incident took place during the early guest previews of the park earlier this year. According to reports released by the Occupational Safety and Health Administration (OSHA), the employee suffered an “electrical shock” and a “dislocated shoulder” while working on the Harry Potter and the Battle at the Ministry ride on April 24, 2025. The employee also sustained fractures to the humerus and numerous ribs during the unfortunate incident.

The incident occurred as the park was gearing up for its official grand opening on May 22, 2025. The report from OSHA revealed that the injured employee experienced the electrical shock and injuries to the shoulder and ribs around 7:22 a.m. local time. The severity of the injuries prompted the employee to be rushed to Orlando Health for immediate medical attention. Upon investigation, it was discovered that a crucial safety measure had been overlooked – the buss bar on one of the ride vehicles, which distributes power to multiple circuits in electrical systems, was not properly “locked out” as required.

OSHA guidelines highlight the potential dangers of electric shocks, emphasizing that even at relatively low voltages, such incidents can be fatal. The report further stated that the duration of exposure to an electrical current greatly impacts the severity of injuries sustained. The employee’s current condition post the incident was not explicitly detailed in the report, leaving some unanswered questions about their recovery.
During a follow-up inspection by OSHA on April 29, no other alarming issues were uncovered at the park, with authorities noting that all areas of concern had been appropriately addressed. Initially, OSHA had proposed a higher penalty of $16,550 in response to the incident, but after negotiations with the park, the fine was reduced to $11,585. Despite repeated attempts for a comment on the matter, a Universal Orlando Resort spokesperson did not provide a response to inquiries regarding the injury and subsequent fine.
This is not the first time that Universal Orlando Resort has come under scrutiny for incidents related to electrical shocks. In 2019, a guest at the Volcano Bay water park reported feeling electric currents running down her legs while in the lazy river. Four park employees were later taken to the hospital by the Orlando Fire Department on the same day. Subsequent investigations determined that the issue stemmed from a construction error, leading to no fines being imposed on the park by OSHA as Universal officials were deemed unaware of the problem.
It is essential for theme parks and resorts to prioritize the safety and well-being of their employees and guests. Incidents like these serve as stark reminders of the potential risks associated with operating attractions and rides, underscoring the critical need for stringent safety protocols to be in place and adhered to at all times. As the investigation into the recent incident continues, it remains crucial for authorities and park officials to work together to prevent such accidents from reoccurring in the future.
This unfortunate event serves as a cautionary tale for all amusement parks to ensure that comprehensive safety measures are meticulously followed to guarantee the protection of both employees and visitors. Only through a steadfast commitment to safety can such attractions continue to provide enjoyable experiences while safeguarding against potential hazards and accidents.
